Why are there victims of violence?

If God is infinitely caring and powerful, why doesn't he protect the innocent? I understand the free will concept: "God lets people commit acts of violence against others because they have free will". But wouldn't an all powerful God be able to figure out a way around this? Wouldn't he find a way to protect the innocent, while still allowing people to have free will?
