Why the difference apprasail done by two apprasiers one in sept. for 250000 and then in nov for 175000?

i had an appraisal done in September and the value was 250000 then one was done in november and the value was 175000 the bank claims the first appraiser was not certified. all house on this street and the ones in the area of a mile are different sizes
